Yes, start the questions and answers on the page after the title page.

When Instructors want answers "in APA format" it means use the basic structure of crafting an APA paper. 

So, format using APA standards:

  • 1-inch margins on all sides
  • One of the following fonts:
    • Times New Roman, 12 point size
    • Calibri, 11 point size
    • Arial, 11 point size
    • Georgia, 11 point size
    • Lucida Sans Unicode, 10 point size
    • Computer Modern, 10 point size
  • Double-spaced
  • A Title page
  • A References page (when appropriate) in APA style.

Because it is not a research paper, an Abstract is not necessary.
