To order the listing of resources when one of the listings starts with a number:

Use words to write out the numbers that begin a sentence, title, or text heading.

Example:

2017 Quality report, should translate to Two thousand and seventeen quality report, when it is the title of a document.

Use the word "Two" as the word to alphabetize on your list.
