Can I use a website that says "please do not cite without permission"?

In general, the warnings on academic papers online that are marked with the statement "Please do not cite without permission" are intended for:
- Those who would be citing them in a publication such as a book or journal article.
- It is usually not intended to prevent use in student papers for courses.
- If in doubt, contact the author of the materials you would like to cite -- the author usually provides an email address where s/he can be contacted.
