A good place to start with an issue like this is the Academic Search Complete (EBSCO) database. It contains information on a wide variety of topics.
Another good database to use is Gale Opposing Viewpoints. It is set up specifically to provide information on both sides of issues.
If you don't have much luck using the keywords "mobile devices" and "driving", come up with some additional terms that mean approximately the same thing, like "cellphones while driving" "pagers and driving" "texting while driving" "cellphones and cars".
