Q. Who makes the laws for child protection?
Some child protection and child welfare laws are passed at the Federal level, but the majority of child welfare laws and services are handled at the State level. In Michigan, child protection or child welfare laws would be passed by the Michigan legislature. A comprehensive list of Federal and State laws can be found at this page: http://www.childwelfare.gov/systemwide/laws_policies/
